The premise

Most software for lawyers, governments, and the public is built by people who will never have to rely on it in a hearing, a filing, or a deadline. Lofted builds tools that cite their sources, keep their records, and hold up under scrutiny.

Show the work

Every answer links to the record it came from — a decision, a statute, an agency rule, a dated source. Where the software is unsure, it says so.

People decide

AI drafts, sorts, and checks. People confirm. Systems keep an append-only trail of who did what, and when.

You own it

Your code, your accounts, your data — documented well enough to hand to anyone. Running costs measured in dollars a month, not seats.

THE DETERMINATION WAS ARBITRARY AND CAPRICIOUS

Review under CPLR 7803 (3) asks whether the determination had a rational basis. Arbitrary action is action “without sound basis in reason and is taken without regard to the facts.” Matter of Pell v Board of Educ., 34 NY2d 222, 231 (1974).

A rational determination must be sustained, Matter of Ward v City of Long Beach, 20 NY3d 1042, 1043 (2011), but the record here contains no finding at all on the question the agency was required to decide.

Lofted Technologies was founded by a New York State attorney and is run by an entirely United States–based team of lawyers and developers.

The work on this page started as tools a working law practice needed and couldn’t buy — a citator it could afford, research it could verify, a public presence it could stand behind. Lofted is where that work now lives, and where it opens to other firms, agencies, and organizations with the same problems.
